Direct links to every state’s highway construction specifications — updated April 2026

This is Part 2 of our standards series. If you haven’t already, read Part 1: Understanding Standards and Specifications for background on what standards are, why they matter, and how to verify your products comply.

Below is a direct link to every state DOT’s current Standard Specifications for Highway and Bridge Construction. These are the official documents that define material requirements, construction methods, and product standards for each state’s transportation projects.

Tip: Most state DOT spec books are free PDF downloads. Bookmark your target states’ specifications and check for updates annually — states revise their specs regularly, and bidding on outdated specs can disqualify your proposal.

How to Use State DOT Specifications

  • Download the full spec book for each state you want to sell to — most are free PDFs
  • Find your product division — specs are organized by division (earthwork, concrete, asphalt, traffic devices, etc.)
  • Check for supplemental specifications — many states issue annual updates that supersede sections of the base spec book
  • Note the referenced ASTM/AASHTO standards within each section — your product must meet those specific test methods
  • Check the QPL — if the spec section references a Qualified Products List, your product must be on it. See our QPL guide
  • Contact the state DOT materials engineer if you have questions about specific requirements

Important Notes

  • Specifications change. States update their spec books every 3-5 years and issue supplemental specs annually. Always verify you’re working from the current edition.
  • Project-specific specs override the standard book. Individual solicitations may include special provisions that add to or modify the standard specifications.
  • State specs aren’t just for highway work. Many state agencies reference DOT specs for building construction, utility work, and facility maintenance projects.
