Staci Cole is the creator, designer, and maintainer of SellToStates.com. With years of hands-on experience selling reflective safety products to state DOTs, municipal agencies, fire departments, and federal buyers through Reflective Inc., Staci saw firsthand how overwhelming the government procurement process can be — especially for businesses just getting started.
She built SellToStates.com to be the resource she wished existed when she first started navigating vendor registrations, QPL applications, eProcurement portals, and state bidding systems. Every guide on this site comes from real-world experience — not theory.
Staci continues to research, write, and update the site’s 50 state guides, procurement resources, and getting-started articles to ensure the information stays current as state systems and rules change.
