Understanding eProcurement Systems

Government agencies use electronic procurement (eProcurement) systems to manage the entire purchasing process — from posting solicitations to awarding contracts. Understanding how these systems work is essential for any business selling to government.

What eProcurement Systems Do

  • Post bid opportunities (RFPs, IFBs, RFQs) for vendors to view and respond to
  • Allow vendors to submit bids and proposals electronically
  • Manage vendor registration and profile information
  • Send automated notifications when matching opportunities are posted

Common eProcurement Platforms by State

Each state uses its own system. Here are some of the most common platforms you’ll encounter:

  • Jaggaer/Periscope — used by many states including Arkansas (ARBuy), Montana (eMACS), and others. Formerly known as BidSync and SciQuest.
  • Bonfire — used by Utah (U3P) and other states for bid management
  • Ivalua — used by North Dakota (NDBuys) and growing in adoption
  • CGI Advantage — used by states like Colorado, Maine, and Michigan for vendor self-service
  • PeopleSoft/Oracle — used by Georgia (Team Georgia Marketplace), Tennessee (Edison), and others
  • Custom state-built systems — many large states like California (Cal eProcure), Florida (MyFloridaMarketPlace), Texas (TxSmartBuy), and Virginia (eVA) operate their own platforms

About BidSync

BidSync was one of the earliest and most popular eProcurement platforms used by state and local governments. Over the years it went through several ownership changes — it was acquired by Periscope Holdings (now Periscope S2G), then became part of the Jaggaer procurement suite. Many government agencies that previously used BidSync have transitioned to newer platforms, though the underlying technology still powers several state systems.

Federal eProcurement

  • SAM.gov — the central federal vendor registration and contract opportunity system
  • FPDS — Federal Procurement Data System for tracking contract awards
